The Albanian Government continued its tender procedures over March-June for the reconstruction and development of the buildings and areas affected by the November 26th, 2019 earthquake. The two authorities involved are: the Albanian Development Fund (ADF) and the municipality of Tirana . The tender procedure applied is a limited (not open) one, while the deadline for expression of interest in each case is no more than 10 days. The procedure and deadline are set by a normative act of December 2019, avoiding the application of the ordinary legislation on public procurement. The limited procedure permits the authorities to know the bidders in advance (through the selection phase). The process is considered to pose a higher risk of problems with the competition and efficiency of bids compared with the Open Procedure. AIS will continue monitoring contracts for the Reconstruction Program.
