In this article, we’ll present the transactions of the State Treasury in Albania and their distribution during the last 3 (three) years. Private companies or economic operators that have benefited the most from payments from the State Budget in this period have been considered. Payments towards state institutions, public companies – owned by ministries, municipalities or other authorities are excluded from this analysis, as well as transactions executed through Commercial Banks, which are examined in a separate article. In the ranking, we’ve included also payments concerning the refund of Value Added Tax, the same category of transactions top ranked subject has benefitted from.

The ranking based on the highest value as follows: Trans Adriatic Pipeline AG Abania; Gjoka 87; Fusha; Salillari ; G. P. G Company ; Gjikuria and Kastrati (the shpk, not the group).

We have ranked 30 economic operators who’ve benefitted the highest Treasury transactions value for the 2019 – 2021 period as a whole, and by specific years. If we look at the total for the three years, in the first place stands Trans Adriatic Pipeline AG Albania, the company that implements the Trans Adriatic Pipeline project (TAP Project). During this period, the company has benefited ALL 15.4 billion from the State Treasury for VAT refund, securing the top spot in the 2020 – 2021 ranking. The only exception is 2019, where as they rank second, after GJOKA 87.

The later is ranked second with a total value of ALL 9.48 billions obtained from the Treasury during the same period. GJOKA 87 is a concession company contracted for the construction of Arbri road, a concession project won by GJOKA KONSTRUCTION in 2017. By specific years, it ranked first based on the value of treasury payments received in 2019. In 2020 and 2021 it ranked third.

In third place stands FUSHA , which has received ALL 6.67 billion from the State Treasury between 2019-2021. FUSHA is the owner of several concession companies and one of the largest public contractors. The company has entered into contracts with major key procurement institutions, local governments, either as the sole operator or in cooperation, as well as with health institutions and the Albanian Development Fund. In 2019, it received ALL 2.76 billions from the state budget. Since 2015, it has emerged as the company that regularly profits the largest value for tenders conducted by all Municipalities jointly.

SALILLARI is the economic operator that ranks fourth per the value of Treasury transactions awarded, with ALL 6.2 billion. SALILLARI is also the owner of several concession companies and from year to year it climbed fast in the ranking positions. In 2019, it was ranked eighteenth with an awarded value of ALL 849 million. In 2020, it is ranked seventh with ALL 1.67 billion and in 2021, second place with ALL 3.69 billion, marking a jump of 334% in the value benefitted from public contracts from 2019 to 2021.

G. P. G. COMPANY closes the Top 5 largest beneficiaries of the state treasury for the 2019-2021 period, with an awarded value of ALL 5.86 billion. G. P. G. COMPANY owns two hydropower plants in Albania. Based on the annual increase of transactions (in percentage compared to the previous year), the companies that recorded the most substantial increase during the 2019-2021 period are: Gjoka Konstruksion, with an increase of 875% since 2019, Kevin Konstruksion with an increase of 574% of Treasury value and SALILLARI with an increase of 334% in value compared to 2019.

In terms of decline, STRABAG AG (28th place) and D&E (18th place) marked a reduction of 58% and 66% respectively, in the payments awarded in 2019.

If we compare rankings for specific years, turns out that companies have reshuffled, with some entering and others exiting the top thirty. In 2021, among the top 30 earning companies emerged, the following are included: the concession company AYEN AS ENERGJI, D&E, STRABAG AG, ALBA KONSTRUKSION. Meanwhile, newcomers –  not present in the 30 top spots of the past two years – are: GJOKA KONSTRUKSION (1.8 billion ALL in 2021), R&T (1.04 billion ALL), PE – VLA – KU (1.03 billion ALL) and GTS-ALBANIAN TECHNICAL GAZRA (1.025 billion ALL) and LABORATORY NETWORKS (1.04 billion ALL). Also, a new entry for 2021 is Smartmatic Albania shpk, which was established in February 2021 to provide services for the construction and maintenance of electoral/voting systems. During 2021, Smartmatic Albania shpk has benefited ALL 1.06 billion from the State Treasury.
