Open Data Albania is examining the data regarding the crime ratio in the country. This indicator reveals the incidence of criminal offenses (crimes or misdemeanors), pondering how the statistics we’ve retained compare versus a fixed number of people, trying to offer an much accurate overview of the distribution of crime in the country as possible. As a rule of thumb, the crime ratio expresses the number of crimes per 100,000 inhabitants.

In the eighteen years period, from 2004 to 2021, in Albania, we’ve calculated an average annual ratio of about 146 crimes per 100,000 inhabitants. The year 2021 was marked by the highest value of this indicator, namely 196 crimes per 100,000 inhabitants. The years 2019 (177 crimes per 100,000 inhabitants) and 2013 (175 crimes per 100,000 inhabitants) present a enough high as well. The lowest value of the crime ratio was recorded in 2011 with 118 crimes per 100,000 inhabitants.

Another calculation that can be made, grounded on this indicator, in addition to the crime ratio at the national level, is that of the crime ratio by district. Crime, based on the ratio results yielded, divides the territory of Albania into three main groups:

Group I: Crime ratio higher than the national average

Group II: Crime ratio close to the national average

Group II: Crime ratio below the national average

The calculations applied upon the data concerning finalized criminal cases (crimes and criminal offenses as a whole), showed that, for the year 2021, on a national scale, Albania has a ratio of 196 crimes per hundred thousand inhabitants. In the first group, with higher than average crime ratio (196-310 crimes per 100,000 inhabitants), the districts of Durrës, Kukës, Kurbin, Lezhë, Mat, Pogradec, Tirana, etc. fit the criteria. In the second group, crime ratio that is close to the national average (150-196 crimes per 100,000 inhabitants), the districts of Elbasan, Korçë, Vlorë, Shkodër, Lushnje, etc qualify. In the third group, crime with numbers below the national average (100-190 crimes per 100,000 inhabitants) in the districts of Berat, Fier, Krujë, Pukë, etc. can be found.

For the 2004-2021 periof, the highest average ratio was recorded in the capital of Albania, Tirana, followed by Tropoja, Durres and Vlora. Whereas, the highest ratio on national scale was recorded in Tropoja in 2007, with 369 crimes per 100,000 inhabitants.
