Open Data Albania has analyzed the dynamics and characteristics of the economic damages related to the sale and leasing of state property. The economic damages related to the sale and leasing of state property are identified as incorrect calculation or enforcement of tariffs when leasing public property. Furthermore failure to collect the rent of the leased objects which are being used by private entities without a contract, and the failure to collect the penalties related the violations constitute economic damages.

 The unpaid obligations of the renters, the incorrect calculations of the price of sale and the unpaid obligations related to water and energy use are considered abusive practices. During the analysis for period 2005-2010, the main causes for these damages are considered the following:

Non-payment of rent for the state properties; failure to collect the privatization receipts within the deadline; sale of apartments in a manner that violates the legislation in power, etc.

It is estimated that the damages in this area for 2009 constitute 43.68% of the total economic damages, with an amount of 3 190 779 000 lekë. This damage is  266.7 times higher than the economic damages caused by the sale and lease of state properties in 2008 and 20.7 times higher than the damage caused in 2010. Such damage is primarily caused by the legal violations of Albpetrol Inc Patos with an amount of 2 610 563 000 lekë and the Ministry of Environment, Forestry, and Water Administration, Tirane with an amount of 538 738 000 lekë.

With the exclusion of 2009, the value of damages related to sale/lease of state properties is relatively low. The correlation between the total economic damages and damages related to sale/lease of state properties is positive in average with a value of 0.534. The total damages for this category for period 2005-2010 is 4 388 588 000 lekë. The lowest level belongs to year 2008 with 11 962 000 lekë. This is about 0,3% of total damages for year 2008.
