Thus , in 2011 , the economic damage was around 7 billion, of which 55.7 % or 3.9 billion was caused only by Albpetrol JSC mainly due to the supply of crude oil , natural gas and diluents from ARMO as well as the non liquidation on time of the selling oil bills. The second ranked is another JSC, TSO, with about 1.9 billion, which constitutes 27 % of total damage for 2011 .
Besides these two companies, that have caused most of the damage, some central and local institutions seem to draw attention too. The Directorate of Forests and Pastures Tirana, is the institution with the highest economic damage for 2011 , with about 342 million recorded in the sector of ” sale and lease of public property .” After that, ranked : 142.8 million ALL damage coming from the customs sector , caused by the Customs Department Durres; Municipality of Lushnje with 49.1 million , where most of the damage in urbanization ( about 32.3 million or 65 % ) and in the area of procurement ( 13.4 million ) ; “Ismail Qemal Vlora University” with 48.7 million , of which 31 million expense in the taxation sector and 17 million in the wage sector , Municipality of Tirana with 41.9 million , where 73 % damage or about 30 million was recorded in the procurement sector and 7.5 million in taxation sector , Municipality of Durres with a total damage of 26.1 million , 86 % of which in the area of procurement , Municipality of Fier with a value around 25.6 million , where the highest damage is evidenced also in the field of procurement ( 41 % ) , but also in urbanization ( 33.5 % ) , ending the list with the Ministry of Tourism , Culture , Youth and Sports , with 23.2 million , of which 15.2 million in the procurement sector and 8 million in operating costs sector .
Meanwhile , in addition to these institutions , we can mention two projects with foreign funding , the control of which has resulted in relatively high economic damage : the project ” Construction of Lushnje ? Fier Motorway ” with 28.8 million and ” Water Resources Management ” with 24.7 million. According to SSA , their damage consisted mainly in salaries , bonuses and procurement .
