Open Data Albania has updated data on the number of employees to be employed in the budgetary institutions in 2016. The data are extracted from the accompanying tables of the law on the state budget 2016. Budgetary Institutions are ministries, directories under direct subordination and independent and constitutional institutions. Their salaries are covered by the state budget.

During 2011-2014, the number of budgetary employees has been shrinking. In 2015, the trend of the public employee?s employment changed compared to the previous years and 2200 new employees were added to the state administration. This upward trend will not continue in 2016. The approved law on the state budget 2016, provides for that the total number of employees in this sector will be 81,147, about 7,403  less than in 2015.

In 2016, the budgetary sector will have the lowest number of employees compared with 2011-2015. However, based on the budget report, this sharp decline does not mean reduction of the administration, but transfer of some powers from the central to the local government.

The institutions with the largest number of employees for 2016 will still be the Ministry of Education and Sports, Ministry of Interior and Ministry of Defense. Despite of a sharp decrease in the number of employees in the education sector, the Ministry of Education and Sports has the highest number of employees, about 38% of the total. On the other hand, the institution with the lowest number of employees is the National Accounting Council with 6 members or 0.007% of the total. This figure has remained constant for s reviewed period of 6 years.

If figures of 2015 are compared with those of 2016, we will see that the number of employees in the Ministry of Education and Sports; Ministry of Interior; Ministry of Environment; Ministry of Urban Development and Tourism; Statistical Institute and other government institutions has been reduced. The institution mostly affected by this reduction is the Ministry of Education and Sports, with about 7,100 employees less. This is due to the transfer of powers to local government.

Prime Ministry is the institution with the greatest number of employees. In 2016, this institution will employ 303 new employees. The number of employees of the Ministry of Social Welfare and Youth will be increased by 177 employees, the Ministry of Defense by 247 employees, the Ministry of Economic Development, Trade and Entrepreneurship by 148 employees, the Ministry of Agriculture, Rural Development and Water Administration by 128 employees. As for other institutions, the number of employees will be increased at lower rates.
