Open Data Albania is examining the funding and spending, during the 2021 Election Campaign, for the electoral subject Socialist Movement for Integration, SMI.
In the 2021 Election Campaign, the SMI has declared funds in the amount of 35 955 359 Lek. The latter comprises only funds collected by the party itself. Whith the funds created by party candidates, the overall proceeds administered by the the Socialist Movement for Integration is 43 501 573 Lek. The party has spent all the funds raised in the framework of the 2021 Election Campaign, thus, leaving no surplus.

Based on Article 86 of the Electoral Code, Political Parties can receive financing from 4 sources: Budget Funds, Party generated income, Gifts in monetary value, in kind or services provided under Article 92/1 of the Electoral Code and Loans received from Parties Politicians or candidates as provided by the law.
The SMI has benefited 18 975 182 Lek from the state budget or around 43.6% of the overall proceeds created. The party, in turn, has generated about 36% of the total revenue. The funds generated by the Socialist Movement for Integration in the amount of 15 757 046 Lek are deriving in sources from: Party generated funds, which constitute the majority of it, with 15 599 892 Lek or 86% of said funds, proceeeds from membership fees at around 1 824 760 Lek, or 11.6% of the party generated funds and income from interest in the amount of 232 395 Lek, or 1.5% of the fund.

A significant portion of the funds of the Socialist Movement for Integration Party, was secured from its own Candidates and donors. This amount represents about 20% of the overall SMI’s funds during the 2021 Election Campaign. Respectively, the amount put together as contribution from the candidates and Donors is 8 769 344 Lek. The the Socialist Movement for Integration has registered its candidates as party donors, thus, this portion of the Fund is counted as single item in the party’s public statement. Whereas, separately, the value of the private donations is 1 223 130 Lek, while the remaining 7 546 214 Lek is the contribution from party candidates.
For the part of private donations, 1 223 130 Lek, there are 50 000 Lek that are listed as transfers, cash donations, and the rest, estimated in the amount 1 173 130 Lek, as in-kind donations (96%).

The Socialist Movement for Integration has spent as a Party 35 955 359 Lek (83%), while its candidates have spent an amount of 7 546 079 Lek (17%).
Based on types of expenditures, the SMI together with its candidates has spent about 36% of the total funds for promotional messages (15 711 588 Lek). About 35% of its expenditures have been listed in the form of In-kind donation expenditures (15 300 686 Lek). The Socialist Movement for Integration, as a party, has not made any expenditures on the Media. All expenses incurred for the Media category (591 120 Lek) were made by the single candidates. Significant expenditures have also been incurred on Social Media (2,320,616 Lek). The latter also made entirely by the Party candidates.

Candidate expenses during the 2021 Election Campaign were estimated in the amount of 7 546 079 Lek. About 44% of it spent on Promotional Materials. As stated above, spending on Media and Social Media was only invoked by the candidates, and not the Party.

Apart from her own candidates, the SMI has received funding also from private donors. More specifically, it has received donations from 37 individuals, natural or legal persons.

Meanwhile, SMI candidates have also benefited from private donorations. Respectively, 122 individuals are registered as private donors of SMI candidates. As highlighted before in the text, in some cases, the candidates themselves are registered as donors.
