Followthemoney.Al is listing Businesses that have won contracts for the Post-Earthquake Reconstruction Program as of October 2021. The listing is done according to the value of the contract. Companies or Operators operate mainly in the construction sector. The post-earthquake Reconstruction Program is one of the main programs of the State Budget for the last two years. This Program aims to solve problems of housing, infrastructure and development of areas damaged and victimized by the Earthquake of November 26, 2019.
The first company in the ranking with the highest winning values for reconstruction tenders is SALILLARI. This company was founded in 1994 and is owned by Pëllumb Salillari. The company’s revenues (turnover) for 2020 amounted to an amount of ALL 4.37 billion, while profit before tax was ALL 454.5 million. Profit margin versus income is 10%. SALILLARI has won two Reconstruction Program contracts with 2 tenders, with the Municipality of Tirana procured during 2020 related to 5 Maji and Kombinat neighborhoods. SALILLARI has won another tender for the Reconstruction Program, but this time together with the operator “Arb & Trans 2010”. In total, the value acquired or contracted by Salillari shpk, the only Reconstruction Program without cooperation (with other companies) is ALL 1.15 billion.
In second place according to the value gained is a union of operators composed of companies “Kronos Construction on ”-“Everest”-“Arb & Trans-2010”. This union of operators has won 3 tenders in total for reconstruction, during 2020 with the procurement authority Municipality of Tirana. The projects are for the Kombinat Reconstruction Zone.
The union of operators “Nova Construction 2012” – ” Alesio 2014 ” is ranked third. The total value gained from the reconstruction program contracts is about ALL 853 million. This union of operators has won 2 tenders for reconstruction, procured by the Municipality of Tirana, mainly in the area known as 5 May and the duration of the contracts is two years. Both businesses of this consortium have other contracts won under the Reconstruction Program with municipalities such as Kruja, Lezha. Durrës or Tirana.

In fourth place, with a total value of signed contracts ALL 766 million, is the union of the following operators “Egeu Stone” – “Boshnjaku.B” – “Five Brothers”. This union of operators has signed 2 contracts for the Reconstruction Program for the building of the Municipality of Vora and the High School Aleksandër Moisiu.
Reconstruction of the building of the Municipality of Vora (Reconstruction Program) –
The fifth ranked operator according to the values for contracting the Reconstruction Program is the union of operators “Alb Shpresa” – “Alb Tiefbau” – “Egeu Stone” – ” Mela.”-“Infratech”. This union of operators has won two tenders for the reconstruction procured by the Municipality of Tirana in the period August-September 2020. The value of the winning bid for both procedures is about 661 million ALL.
The sixth company in the ranking is BAMI shpk, with a total value of 639.6 million ALL. This company has been announced the winner in two procurements for the Reconstruction Fund as Construction of the main roads of the development of administrative units 4 and 8, “5 Maji” (Phase 1) – The tender procedure was held in 2020 and the contract with the Municipality of Tirana was signed on 18.06.2021 and the Construction of the building of the New Administrative Pole, Bubq Administrative Unit, Municipality of Kruja, in the framework of the reconstruction process (Reconstruction Program) ”- The competitive tender procedure was held by the Municipality of Kruja in April 2021.
“KACDEDJA” – “Junik” is the union of operators that ranks seventh in terms of total value earned from the reconstruction fund. The tenders won by this union of operators were held during 2020. “KACDEDJA” – “Junik” in cooperation have finalized 3 (three) contracts with the Local Government of Tirana, contracts related to the areas Kombinat and some educational institutions of the Municipality of Tirana. The total value of contracts without VAT is 626 million ALL.
ALB-BUILDING is the company that ranks eighth with a total value of 604 million ALL earned from the reconstruction program. ALB-BUILDING has been announced the winner in two tenders held by the Municipality of Tirana for the period August – September 2020.
The union of economic operators: “Startek” – “B-93” – “Riviera” – “Duka” – “Viante konstruksion” – “AL -Asfalt” has won a single contract for the reconstruction with a contract value without VAT of 567 million ALL. Competitive procedure for the tender: Object of the mini-competition: Construction of the School “Sami Frasheri” (Reconstruction Program) was held during the period August 2020 by the Municipality of Tirana and the winner was announced in November 2020.
The tenth ranked in this list is the union of operators: “Eurondërtimi 2000” – “Manetci” – ”KAEXH.” Shpk – “Mane/S“, which has won a tender for reconstruction with the object: “Project design and implementation of works for the construction of building 22 in the development zone “5 May”. This tender was held by the Municipality of Tirana in the period August-September 2020 and the winner was announced on November 18, 2020. The value of the winning bid without VAT is about 564 million ALL and has not yet been finalized with a contract.
So far, 185 Economic Operators have been identified as engaged in contracts for the Reconstruction Program. The total value of the analyzed tenders is ALL 33.55 billion. The first ten operators in the ranking have earned 7.51 billion or 22% of the total.
