During the 2021 election campaign for the general parliamentary elections, 12 political parties put at the campaign’s disposal a combined revenue of ALL 293 020 608. Instead, the overall Expenditures Declared are in the amount of ALL 286 116 821. As some parties have not spent all their revenue or funds made available, the campaign also reports a surplus of ALL 6.9 milion from the Election Campaign funds.

The Socialist Party, the governing majority at the time of  the elections and the once again successive winner, recorded the largest revenue thrown at the campaign or about 60% of the party’s total revenues. The Democratic Party managed to collect only ALL 47,625,660 or, 16.25% of all the revenue spent by the electoral parties collectivelly. SMI managed to raise funding in the amount of ALL 35,955,359, or 12.3% of the total. The fourth party that has invested large in the campaign is the Party for Justice, Integration and Unity. The latter managed to secure ALL 16,385,217 or 5.6% of the total funds raised by all political parties.

The same tendecy as with the revenues, was also observed in the case of the expenditues incurred during the 2021 election campaign. The Socialist Party has spent the highest amount of its revenues in the campaign. Alone, it has managed to spend as much as 60.13% of the total spending incurred by all political parties. The respective value of SP’s expenditures invested in the party and its candidates is ALL 172,046,612.

Sources. Based on the Article 86 of the Electoral Code, Political Parties can secure financing from 4 sources: 1) Budgetary Funds, 2) Party generated funds 3) Gifts in monetary value, in kind or services rendered based on Article 92/1 of the Electoral Code and 4) Loans received by Political Parties or candidates in keeping with the law.

Indeed, the Political Parties in the country have used all the above mentioned sources in order to secure as much funds as possible during the 2021 election campaign.

Ten parties have managed to benefit funds from the State Budget. The Socialist Party is the beneficiary of the largest share of the State Budget funds, namely, ALL 55,826,750, or as much as 44.37% of the Total State Budget Stockd to political parties in function of the 2021 election campaign. The Democratic Party was alloted an amount of ALL 33 318 149, or 26.48% of the total, whereas the Socialist Movement for Integration the amount of ALL 18,975,182, or 15.08% of the total. The other parties which obtained funding from the State Budget, are as follows: Party for Justice, Integration and Unity (ALL 5,552,885), Republican Party (ALL 3,926,232), Democratic Conviction (ALL 1,485,550), New Democratic Spirit ( ALL 2 188 832), the Social Democratic Party (ALL 1 629 360), the Christian Democratic Party (ALL 1 479 742), and the Movement for National Development (1 434 012 ALL)

Political parties have also benefited from Contributions from their own candidates, Donations and Party generated Income.

There are only 4 political parties capable of generating income using their own resources. The Socialist Party had generated funds using its own resources in the amount of ALL 76 980 834, of which ALL 51 141 673 are funding from the party and the rest, ALL 25 839 161 are income from membership quotas. The Democratic Party’s all income generated funds, ALL 10,722,565, stem from the membership quotas. The Socialist Movement for Integration has managed to secure more income from the party’s own resources than the Democratic Party, thus moving into second place. In this case, SMI has secured income in the amount of ALL 15,757,046, where ALL 13,599,892 is financing from the party’s Stock funds and ALL 1,824,760 financing from membership quotas. The Party for Justice, Integration and Unity funds from its own resources stand at almost equal value with those of the Democratic Party. Thus, PJIU secured ALL 10,516,392 in funding ALL 10,163,494 came from the party’s Stock funds and the rest, ALL 352,898 from membership fees.

Otherwise, there are three parties who spend funds on consultancy servies: the SP in the amount of ALL 15,502,500; DP, in the amount of ALL 8,610,000, and MND in the amount of ALL 150,000

Political parties have also benefited from private donations. Again, the Socialist Party has benefited the largest amount of donations, with ALL 5,101,905 of overall donations, where ALL 4,101,905 is the value of donations in kind and the rest, it was recevied in cash. The Democratic Party has benefited from the second largest amount of donations, ALL 1,481,321, all of it in kind. SMI is the third largest donations beneficiary, with an estimated ALL 1 223 130. The fourth party that received the most donations is the Agrarian Environmentalist Party, ALL 1,085,407. Most of these donations were made in kind.
