Open Data Albania is conducting a research in respect to the number of Non-Profit Organizations operating in the country. According to Law no. 8788, dated 7.5.2001, a “Non-Profit” can be an association, foundation or center, which operates independently from state bodies and interests. The right to establish a non-profit organization belongs to any natural or legal person, local or foreign. Non-profit organizations, after their establishment, must be registered in court in line with conditions and procedures provided by the law, to gain legal personality.

In this article, Open Data Albania uses the data concerning all organizations registered by the Court and the Tax Authority, having gained the status of Economic Entity. The data were extracted from the Statistical Register of Enterprises (RSN), INSTAT, which processes detailed information circa legal entities operating within the Republic of Albania and declaring operations based on their fiscal number NIPT.

In 2006, 937 entities were registered in the country as Non-Profit. The nukmber of such organizations increased year after year until 2016. After that, the number of active organizations varies every year. In 2020, there were 2316 Organizations, Centers or Foundations in the country.

Organizations, Centers and Foundations make up only 1.39% of the total number of Economic Entities. 2020 marked the closure and unregistering of 334 NGOs and the registration of 189 new ones. Thus, the number of NGOs shrank by 5.89%. Despite it being a Pandemic year, the total number of Economic subjects and Employers did not experience a decline; nevertheless, the opposite happened to the NGO sector. One of the contributing factors was the fact that the sector was not supported by any of the State Aid Packages aimed at minimizing the consequences associated with the Pandemic. Overall, there is a contraction of 189 Organizations. On the other hand, the year 2017 experienced an NGO  mass closure, with 492 organizations unregistering.

Instead, in 2016 there was a peak in the number of active NGOs in the country, numbering a total of 2 465 organizations, followed by a shrinkage in the years after.

The annual average of newly registered organizations for the 2006-2020 research period is 230 organizations/year. The trend in non-profit organizations that register annually is significantly contracting, as the number of subscriptions increases.

The year with the highest number of organizations going off the market was 2017, with 492 organizations unsubscribing, followed by 2020 with 334 organizations leaving.

Also the number of organizations run by women or girls follows a pattern of decline.

The number of women-led NGOs registered annually for the 2012-2015 period is on the rise, but after that experiences declining.  In 2020, only 33.51% of the total share of organizations were run by woman, the rest was run by men.

The highest number of NGOs run by women was recorded in 2015, with 861 such organizations.

In 2020, there were 776 active women leaders leading active NGOs.

In the last two years examined, 2019 and 2020, only 90 and 57 women-led non-profit organizations have been registered, respectively.
