Open Data Albania is ranking economic operators announced as successful bidders in the Contracting Procedure for the Reconstruction Program after the earthquake of November 26, 2019. The period under review is January 2020 to April 2023.

The data under examination are part of the Open Data’s monitoring of Public Contracts by way of its two databases, Reconstruction Program Contracting in Municipalities and Contracting carried out by the Albanian Development Fund ADF.

The Reconstruction Program procedure for contracting is based on a Legal amendment, which allowed for deviation from the normal procurement procedures. The new procedures were all restricted, rescinding open competition based on the Legal Normative Act with the power of Law no. 9/2019 “On coping with the consequences of the natural disaster“, approved by the Parliament of Albania with the law no. 97/2019. The Legal Basis upon which the Reconstruction Contracting was designed was Contested by our organization in the Constitutional Court.

Municipalities have contracted for the Reconstruction Program from the beginning up until April 2023 a total of ALL 59.08 billions. Meanwhile, the Albanian Development Fund was distributed a total of ALL 32.76 billion.

As much as 22% of the total value allocated on behalf of the Reconstruction contracts were won by the top 10 Big Businesses in the following ranking. The top thirty received 42% of said value.

First in order of value, the Association of BOT Operators, with four businesses, headed by the company Kevin Construcion. Part of this union between several operators are also Riviera 2008 Company, Mela llc and Pepa Group. The Union of Operators led by Kevin Construction has won two public contracts via mini-contests worth a total of ALL 3 777 430 000 (three billion seven hundred seventy seven million four hundred thirty thousand). The contractor in both cases is the Albanian Development Fund. Each of the companies in this union of operators also has been awarded other contracts from the Reconstruction Program, weather as a single operator, without collaborating with third parties, or in other similar unions. The company was founded by the now disgraced ex- Mayor of Kukës, Mr. Safet Gjici.

Standing in second place is once again a union of operators with Ante Group and Ferro Beton & Constuction Co. This union of operators was awarded four public contracts by the Albanian Development Fund worth a total of ALL 2 413 537 343 (two billion four hundred thirteen million five hundred thirty seven thousand three hundred forty four). The company Ante Group it part of 9 such unions of successful biding (EOU) operators, which has won the company a total of ALL 3.59 billions on her own. Meanwhile, Ferro Beton has been awarded 3 contracts from the Reconstruction Program, through similar collaborations with other parties with a total value of ALL 1.28 billion.

Gjikuria, all on her own, ranks third as a successful biding operator, having been awarded a total value of ALL 2,337,904,249 (two billion three hundred and thirty-eight million lek). These contracts were obtained mainly via the Albanian Development Fund as contracting authority, respectively 5 such worth of ALL 2.26 billions, as well as another contract awarded by the Municipality of Tirana  worth ALL 77.8 billions. In collaboration with other economic operators, the parties have benefited from tenders worth a combined ALL 599 millions.

Once again, as single operator, the G.P.G. Company was placed forth on a list of the most successful bidders of the Reconstruction Program, having been awarded tenders worth ALL 2 027 584 558 (about 2 billion 30 million). This operator was granted another 2 contracts via the Albanian Development Fund, for the reconstruction of earthquake damaged buildings in Krujë and Shijak. It has also benefited 3 other contracts with different municipalities, namely one with Municipality of Durrës, one with the Municipality of Lezhë, and another with the Municipality of Kurbin for reconstruction of damaged schools. Likewise, the G.P.G company has benefited from other tenders as a part of unions with other economic operators, whose combined worth is ALL 3.04 billion (total value won by the OU, where G.P.G is a part).

Salillari ranks fifth as the most successful operator of the reconstruction program worth ALL 1.99 billions. This company was awarded one contract with ADF for carrying out reconstruction work in the Municipality of Vore and 2 contracts with the Municipality of Tirana forconstruction carried out in the May 5th area and the Kombinat development area. Salillari has also won tenders as a union of operators worth a total of  ALL 181 millions.

The Reconstruction Program is a Program of the Albanian Government, initiated after the Earthquake of November 26, 2019. This Program foresees new constructions and reconstructions of residential buildings and urban infrastructure, after the assessment of damages brought about by the Earthquake. The Albanian Government organized, in cooperation with the Partners on February 17, 2020 a Donors Conference in Brussels, where it declared the need to guarantee an aid of Euro 1.15 billions from donations, assistance, grants and soft loans. Foreign aid in some cases was characterized by suspensions and interruptions due to the Pandemic crisis that engulfed the whole world in 2020. Currently, there are finalized procedures with announced winners or contracts regarding the Reconstruction Program in the amount of ALL 91.85 billions, of which ALL 59.1 billion were allocated via the affected municipalities and ALL 32.7 billion through the Albanian Development Fund.
